Scope of Work:
Scope of Work: Phased construction of a new approximately 100,000 Square Foot two (2)-story elementary school on the existing Echo Loder Elementary School site. The new Echo Loder Elementary School will be a Type II-B construction and the Scope of Work includes but is not limited to: grading, paving, landscaping and irrigation, underground utilities, masonry, structural steel, plumbing, HVAC and electrical, membrane roofing, architectural metal stud walls, insulation, aluminum framed windows, doors, frames and door hardware, casework, insulation, painting and flooring as drawn and specified. The existing school shall be demolished after the new school is constructed. The construction of a new playground shall be completed after the old school is demolished.
The Awarded Contractor shall provide infrastructure and space allocation only for future photovoltaic system including, but not limited to, provisions for system interconnection in the main service entrance, conduit from the main electrical room B124M to the second-floor electrical room B203M, and conduits from the electrical room B203M to the roof array locations.
The Awarded Contractor shall design the Emergency Responder Radio Communication System (ERRCS) as described in the bid documents, which includes testing of the radio signal strength inside the building after the shell is completed (including roof, walls, doors and windows) to determine if the system is required per code.
Additive Alternate 1: Provide a 300-Kilowatt Direct Current (kWdc) roof mounted solar Photovoltaic (PV) System per specification Section 26 31 00. The solar PV System is a design-build by a Division 26 contractor. Please refer to Sheet E331 for PV panel array extents. The Awarded Contractor shall provide panel and racking layout drawings as part of the submittal. The Awarded Contractor shall provide all design, conduit, wire, panels, racking, inverters, equipment, etc. as required for a complete system. The area for the PV equipment has been made available in the main electrical room and in the electrical room on the second floor. The Awarded Contractor shall utilize empty conduits provided in base bid for dc wiring from roof to inverter(s) and Alternate Current (ac) wiring from inverter(s) to the main service entrance.
Additive Alternate 2: Installation, testing and commissioning of the ERRCS system, which includes submitting a system design to the County Radio Shop and local fire code official for a deferred permit.
Sealed bids for the Construction of New Echo Loder Elementary School will be received by the Washoe County School District’s (WCSD) Purchasing Department located at the Brown Center 14101 Old Virginia Road, Room #0, Reno, NV 89521, until 2:00 p.m., (Local Time) on August 6, 2025. The bids will be opened publicly via a TEAMS Meeting at 2:30 pm (local time).

There will be a MANDATORY Pre-Bid Meeting held at 10:00 a.m. on July 10, 2025, at the existing Echo Loder Elementary School (Meet In Front Of The Office) 600 Apple Street, Reno, NV 89502. Due to access and coordination involved in this project we highly recommend that contractors walk the project site that we are making available.
This project will have two (2) question deadlines:
• Initial questions shall be submitted by 4:30 p.m. (Local Time) on July 16, 2025 and an addendum will be issued with responses.
• All FINAL questions shall be submitted by 4:30 p.m. (Local Time) on July 25, 2025 and a FINAL addendum will be issued with responses.
